Abstract: 

Epistemological presuppositions include supposition affairs that are in beyond theoretical and practical activities, more or less consciously or unconsciously, regardless that scholars and researchers are aware or unaware of results; they are even assumed crucial. The origin of many differences of opinions, critics and problems that exist nowadays about use of SCIENTOMETRICS methods, indices, and techniques in evaluating scientific activities and caused hesitation on theoretical and practical usage, originated from disagreement about basic Epistemological presuppositions. Therefore, in order to create more consensus among scholars and pay comprehensive attention to various dimensions of scientific evaluation - through identification and questioning presuppositions must revisen and provide background in order to analyse fundamental presuppositions. This work will lead to better understanding of current situation in this domain and will shed light on its real situation. On the other hand, strengthening SCIENTOMETRICS' theoretical and practical basis need architecture and reconstruction of its basis on reliable presuppositions. Therefore, analysis of Epistemological presuppositions of SCIENTOMETRICS would provide stronger (more consolidated) basis for it and would facilitate theorizing and even operation of izing research results. In this direction, this article for the first time has considered such a relatively comprehensive identification, classification and analysis of epistemological presuppositions of SCIENTOMETRICS.

Abstract: 

The book entitled “ SCIENTOMETRICS Epistemology” has been published in Medium octavo format with 6 chapters and 240 pages. It includes the list of contents, figures, and references, with no index. In this article, the above-mentioned book is criticized, and the critic, while explaining the position of SCIENTOMETRICS, states that SCIENTOMETRICS is originally related to counting, measuring, and representation, and the discussion of creating or relating epistemology to it is not sufficiently justified. The book has been written based on the library method. SCIENTOMETRICS is actually a technique and method that serve evaluation, which is, in turn, related to management. Naturally, every human being and then research and educational organizations have tried to expand SCIENTOMETRICS and created indicators to compare scientific products based on quantity in order to determine their degree of importance, which is not unrelated to economic and managerial issues.

Abstract: 

One of the most important quantitative methods and research domains in library and information sciences is SCIENTOMETRICS and informatics, which has markedly developed over the last four decades.The Study in each one of the categories of this domain, need to more research and literatures review. SCIENTOMETRICS applied in description, explanation and prediction of scientific situation of researchers, education and research groups, universities, organizations and countries in various national and international fields. Against the great success which has gained in this field, a lot of challenging obstacles and difficulties has been facing for researchers in mentioned fields.These challenges could be evaluated with different approaches. In this paper the positive and negative aspects of SCIENTOMETRICS studies have been analyzed using libraries method by a comprehensive and critical approach.The major obstacles have presented in four categories as follows:1. Limitation in Philosophical, epistemological and theoretical foundations;2. Methodological obstacles and specific difficulties of citations and citation analysis;3. Terminological chaos;4. Limitation of SCIENTOMETRICS tools including the ISI in careful assessment of science.

Abstract: 

در سال های اخیر، علم سنجی نقش مهمی در سنجش و ارزیابی عملکرد پژوهشی داشته است. این علم، رشد و تکامل پژوهش را در طول زمان با مراجعه به داده های استانداردشده پژوهش های دانشگاهی به ویژه اطلاعات کتاب شناختی، تجزیه وتحلیل می کند. در واقع، علم سنجی یا همان دانش سنجش علم با ارزیابی و رتبه بندی اصولی پژوهشگران، دانشگاه ها و مراکز پژوهشی به ارتقای آنها کمک کرده و منجر به شناخت بهتر نقاط قوت و ضعف آنها می شود و نقش مهمی در سیاستگذاری عمومی و حکمرانی علمی بر عهده دارد. در این میان، جدای از مبنامندی علم سنجی و به تبع آن، امکان بومی سازی علم سنجی که در جای خود جزو مباحث مناقشه برانگیز جامعه علمی به شمار می رود، اینکه آیا علم سنجی در همه علوم از مبانی و منطق واحدی تبعیت می کند و یا باید برای علم سنجی علوم انسانی به دنبال منطق متفاوتی بود، یکی از دغدغه مندی های اصحاب علوم انسانی محسوب می شود. این مقاله، با در نظر گرفتن مفهومی عام از فلسفه و مبانی علوم و با الهام از نظریه لاکلا و موفه، از روش توصیفی و تحلیلی استفاده نموده تا از این طریق ضمن توجیه علمی لزوم استقلال نسبی علم سنجی علوم انسانی از مطلق علم سنجی، امکان شکل گیری مکتب علم سنجی علوم انسانی را مورد بررسی قرار دهد. از آنجا که شکل گیری مکتب علم سنجی علوم انسانی نیازمند ارائه تصویری عملی از آن نیز می باشد، شش سئوال کاربردی نیز در این مقاله بر اساس روش تحقیق کیفی مطرح و پاسخ های اولیه ای به این پرسش ها ارائه شده است.

Abstract: 

ABSTRACT Over the past 50 years since the first research in the field of urban development implementation plans, there has been a noticeable absence of a comprehensive literature review on this topic in the global arena. This article provides a textual analysis related to the subject of urban development implementation plans, to identify important and recurring themes alongside analyzing the relationships between authors, journals, and countries in this field. Along with the bibliographic analysis, documents related to the field of urban development implementation plans were reviewed to identify influential indicators in their implementation. To this end, 456 scientific articles were extracted from the Scopus scientific database as of October 28th, 2022, and analyzed using scientometric software. These analyses include examining author keywords, country co-authorships, journal bibliographic coupling, and author co-citations. In this study, 74 final indicators were identified as the most recurrent indicators in this field. The bibliographic analysis also produced several noteworthy results. The United States is the most active country in this field, with a link strength of 40 and 176 articles. Berke, P. is the most influential author in this field, with a link strength of 1623 and 99 citations. Among the journals examined, "Land Use Policy" has the highest bibliographic coupling strength of 84, and the "Journal of the American Planning Association" has the highest number of documents related to this field, with 22 documents; finally, among the identified. Extended Abstract Introduction The implementation of urban development projects has been a neglected topic in public policy research, despite its critical importance in ensuring the success of such projects. While there have been numerous studies on the factors that contribute to the success or failure of policy implementation, there has been a lack of systematic reviews on the subject of implementation as a whole. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. The study begins by collecting and categorizing existing research in the field, focusing on three main questions: -What are the key indicators for successful implementation? -What are urban journals and articles' current trends and performance? -How do countries and researchers collaborate in this area? The study also examines the relationships between authors, publishers, and different types of documents through bibliographic analysis. Ultimately, this study highlights the need for further research and a more structured approach to understanding the implementation process of urban development projects.   Methodology This study examined the literature related to implementation and evaluation plans in urban and land use planning. The authors used the Scopus database to extract and collect data, focusing on combining the keywords "implementation-plan" and "evaluation-plan" in the keywords, abstracts, and titles. Initially, 621 studies were extracted, but 456 articles were selected as the final database after filtering out non-article documents. The authors observed a general upward trend for studies from 1968 to 2022, with a significant increase in the slope of the trend from 2007. However, a slight decrease in studies was observed in 2021 and 2022, possibly due to the global pandemic and the emergence of new related topics. The authors used a four-stage process to analyze the bibliographic subject of the study, including simultaneous occurrence analysis, co-authorship analysis, bibliographic coupling analysis, co-citation analysis, content analysis, and thematic analysis. The authors identified the selected articles' research objectives, methodologies, findings, and main themes and sub-themes. Overall, this study provides a comprehensive analysis of the literature on implementation and evaluation plans in urban and land use planning.   Results and discussion This research aims to comprehensively analyze the implementation and execution of urban development plans using bibliometrics and systematic analysis. The study considers evaluation as a crucial part of the implementation process and seeks to answer three fundamental questions. Firstly, it identifies effective indicators of implementation and execution globally. Secondly, it examines the trends and performances of new articles and urban journals. Thirdly, it investigates the pattern of cooperation among countries and researchers. The study identifies 74 general indicators that significantly impact the implementation process of urban plans. The results show that "performance evaluation," "effectiveness," "land use," "zonation," "participation," "program quality," and "implementation program" are critical indicators in this area. The study also highlights the importance of evaluation in the discussion of program implementation and its separability from the implementation process. Using the scientometric software VOSviewer, the study analyzed 68 keywords related to the bibliographic topic. "Program evaluation" obtained the first place, followed by "Program implementation" and "Program quality." The co-authorship analysis based on author items revealed that Berke, P. has the highest number of citations and link strength. Additionally, the study found that 72 countries have research in this field, with 22 countries having at least 5 citations that were clustered into 5 clusters by the software. The "land use policy" journal had the highest link strength, and the "Journal of the American planning association" had the highest number of documents related to this field. In conclusion, the study provides valuable insights for policymakers and researchers interested in urban development planning. It comprehensively examines the implementation and execution of urban development plans, identifies effective indicators, and investigates the pattern of cooperation among countries and researchers. The study highlights the importance of evaluation in the implementation process and its separability from the implementation process.   Conclusion The main goal of this research was to fill the gap in research on the implementation and execution of urban development projects in the field, as no systematic review of the topic has been conducted from a global perspective since the first research in this field about half a century ago. Only in some studies, such as those by Talen (1996), Oliveira & Pinho (2010), Rudolf & Grădinaru (2017), has the evaluation of implementation been systematically reviewed, or the systematic review of experiences in a specific urban area, such as the review of various experiences in the Beijing urban area (Chu, 2020). In this research, with the comprehensive approach that the evaluation of implementation is an integral part of the overall process of implementing and executing urban development projects, this process has been examined from the perspective of bibliometrics and systematic analysis of this field. The main difference of this research, which makes it completely new, is firstly having a comprehensive approach to the implementation field, where program evaluation is only an important part of its structure, and secondly, using the scientometric software VOSviewer for the first time in this field. In essence, the conclusive outcomes of this investigation were entirely novel and exhibited some partial congruences with antecedent studies in the domain of appraising and discerning indicators. Significantly, this research has conferred a systematic appraisal of the literature concerning the urban implementation and execution of projects, which is an unprecedented contribution. It should be acknowledged that this is an initial survey of data intended to offer a comprehensive outlook on this scholarly field, and thus it is subject to certain limitations, such as its confinement to the Scopus database. As such, it is recommended that future research endeavors encompass an analysis of additional databases and undertake comparative evaluations of the results. Abstract: 

Background: Anemia is a condition in which the number of red blood cells or the hemoglobin concentration within them is lower than normal. This study aims to show the intellectual structure of knowledge regarding anemia and gives a comprehensive and up-to-date image of research in this area. Materials and Methods: This is a descriptive-analytical study with a scientometric approach. The PubMed database was searched for research publications indexed under "anemia" including 8484 records between 2011 and 2020. Data were analyzed using Co-word analysis, clustering methods, and strategic diagrams with the help of SPSS and Ucinet 6 software. Results: The keyword “Anemia Sickle Cell” and two pairs of frequently used keywords, namely “Anemia, Iron *Iron” were the most frequent in the research area. The results shaped the concepts of anemia in 9 clusters. The clusters "Hydroxyurea and sickle cell anemia", "Fetus transfusion", "Management of Thalassemia Major", "Hemolytic Uremic Syndrome", "Management and Control of Anemia", "Chronic Kidney Failure and Anemia", "Hematopoietic Stem Cell Transplantation" are topics that may be emerging or disappearing. The “Thalassemia and blood transfusion" are immature clusters. Conclusion: This study uses co-word networks that indicate important links between keywords of the research areas. Most research approaches are in the therapeutic aspects. Despite the importance of the effect of anemia on all levels of society, including economics, education, and other types of anemia, as well as its impact on learning and mental disorders, these subjects have not been given sufficient consideration.

Abstract: 

The purpose of this paper is to scientifically assess the behavioral accounting research in Iran from the beginning of the publication of academic research journals by the beginning of 2018 using the content analysis method. The research data were collected using a check list tool and statistical analyzed using Excel software. The research findings show that over the years, 225 articles have been published in this field, with 531 authors have contributed to the production of these articles. Of the 531 authors who contribute to the production of works, 30. 9 percent are associate professors and 30. 5 percent are masters. 7% of articles have only one author and 93% are the results of grouping work. Between universities and educational institutions, the Islamic Azad University of science and research branch, with 39 articles ranked first and Allameh Tabataba'i University, ranked second with 19 papers. In terms of topic orientation, more than 30% of the publications published in the field of financial accounting, and auditing with 27. 1% and management accounting with 13. 8% are in the next rank. From total of 6156 references cited in the articles, approximately 70% were in English and 30% in Persian.

Abstract: 

Introduction: SCIENTOMETRICS are used to quantify scientific activities. Generally quantification of scientific activities is measurable by producing statistics on scientific publications indexed in indicator databases such as SCOPUS and ISI. Scientometric data can be useful to measure research collaborations among scientific environments and to monitor the evolution of special scientific subjects and fields. Also decision and policy-makers are going to be interested in scientometric indicators.Methods: In developed countries, there are flexible tools used to study the scientific phenomena of countries associated with scientific communities, to conduct scientific/strategic, technical, technological or competitive monitoring, to design and manage research programs and to evaluate research. Also in these countries, clear scientometric tools are available and can be used to measure and compare the scientific activities at various levels of aggregation including institutions, sectors, provinces and etc.Results: The progress of the scientific activities of developing country is not clear due to turbidity of science and technology importance and indicators; therefore, survey about science and technology indicators at scientific environment of country could not offer a clear and certain view to scientometrician without the updated information on science and technology indicators.Conclusion: Science and technology indicators are based on the publication performance of each country in different science and technology fields; therefore it looks like that 'native indicators are essential of detection of our country situation on scientometry'.

Abstract: 

SCIENTOMETRICS studies, dealing with professional evaluation of scientific researches, cover many dynamic aspects of science. Analyzing mystical researches, using scientometric methods not only determine the status of co-authorship networks of mystical researchers, but also show the quantitative growth of them as well as top authors of this field in Islamic World Science Citation Center (ISC). The population of this research consists of all mysticism or mystical literature published in ISC, which includes 1931 articles. Once the records retrieved, they were integrated and results were analyzed via SPSS and SCIENTOMETRICS software in form of a chart or theory. Findings of current research not only rate articles scientifically in various aspects like quantity or citation, but also determine the ranking of researchers by number of articles, h-index, and in co-authorship network based on their centrality measures relation to the other researchers.
